Sounds with vocal chord vibrations are voiced and sounds without vocal chord vibrations are voiceless.
Say the sounds of the letters S and Z. Place your fingers on your throat and make the sounds. You should feel a vibration when you make the Z sound and no vibration when you make the S sound. Z is voiced and S is voiceless.
